SAMEO’s History
The Saskatchewan Association of Municipal Enforcement Officers (formerly the Saskatchewan Association of Licensing Inspectors and Bylaw Officials) was formed more than 25 years ago. Today, the Association represents over 41 municipalities with members serving in a wide variety of roles. The purpose of SAMEO is to unite bylaw officers and licensing inspectors in the Province of Saskatchewan and provide training, information and professional networking. SAMEO continues to be the voice and advocate for bylaw officers and licensing inspectors.
Standards & Training Committee
At the September 2012 annual meeting, a new committee of SAMEO was formed; the Standards & Training Committee. This committee will be establishing a set of standards for the training of Bylaw Officers and Licensing Inspectors in Saskatchewan with the long term goal of lobbying the provincial government for recognition and certification, similar to the certification of peace officers in different provinces, etc.

Bylaw Enforcement in Saskatchewan




Bylaw enforcement authority is governed under The Cities Act section 337, The Municipalities Act section 373, and The Northern Municipalities Act, 2010. Under these sections and Acts, a council may appoint bylaw enforcement officers that the council considers necessary and define their duties and fix their remuneration. Bylaw enforcement officers appointed under these sections may represent the municipality or city before a justice of the peace or provincial court judge in the prosecution of anyone who is charged with a contravention of a bylaw.
In Saskatchewan, a bylaw enforcement officer may issue a notice of violation or summons offence ticket in accordance with the Summary Offence Procedures Regulations, 1991.
Other commonly used names for bylaw enforcement include bylaw enforcement officer, municipal enforcement officer, municipal peace officer, bylaw inspector, licensing inspector.
